Rudolf Carnap distinguished between probability and conditional probability because he believed that probability statements should be understood as statements about the degree of confirmation of a hypothesis¹. He argued that conditional probability is a more fundamental concept than probability itself². Carnap believed that conditional probability is a measure of the degree of confirmation of a hypothesis given some evidence². He also believed that conditional probability is more objective than probability because it can be defined in terms of frequencies².
