1. Proposal stage
First, the topic is decided through offline and online discussions. Slideshare is used for slide sharing, and Typeform is used for FAQ editing. 2. Opinion stage
Individuals post opinions on the topics raised, and vote for approval, opposition, or pass on the posted opinions. In this process, Pol.is's AI divides individuals with diverse opinions into multiple opinion groups. Then, the concerns and important points that specific opinion groups feel about the proposal are visualized. 3. Reflection stage
At this stage, decision makers discuss face-to-face. The discussion is live-streamed, and minutes are created using HackPad. Anyone can participate in the chat during the live stream, ensuring a high level of transparency.
4. Approval stage
After a series of discussions, outputs such as government guidelines, policy formulation, and government announcements are made. In many cases, they are announced incorporating the points visualized during the discussion.

In the past, it seems that discussions have been held on the theme of "How to deal with Uber in Taiwan."
Regulated Uber
vTaiwan hosted UberX case to discuss about Uber problem in Taiwan. More than 4000 participants crowd-sourced our meeting agenda for an open consultation meeting via 4 weeks of public survey on Pol.is. Uber agreed to vTaiwan’s coherent blended volition, and the administration pledged to ratify all the Pol.is consensus items into a new regulation
The consensus was that for UberX, the minimum fare should not be lowered, and app-based ride services must pick up only passengers dispatched through the app, not on the street. The decision was then sent to the government agency that would either adopt or reject it. From there, civil servants translated the recommendations into specific policies, consulted with the original petitioners for clarification, and considered the legal feasibility of the options. (This step, which involves translating digital feedback to analog institutions, is an important investment to keep in mind when setting up such programs, as some successful public engagement platforms have shown.)
