@yuiseki_: そもそも、たとえ重要であっても、複雑だったりややこしいテーマに対して、多数の人々の関心を喚起することが非常に難しい気がする。その次に難しいのが、多数の人々が問題を理解して意見を表現すること。さらに難しいのが、多数の人々が合意できる点を見出すこと。こういう順番なんじゃないか？
