初期には選挙で行われる投票を指していた。
PIE root *skreu-(to cut; cutting tool. see shred) → scrutari(to examine, investigate, search)→scrutinium(a search, inquiry)→(a vote to choose someone to decide a question)
現在の厳しい調査という意味はscrutariの解釈からという説
scruta(ごみ、ボロ布という意味)→scrutari(ゴミを漁って探し出す)
もしくは、元々「切り分ける、スクラッチする」するという意味があった
