PFI stands for "Private Finance Initiative" and is a method that utilizes private funds and expertise to construct, maintain, and operate Public Facilities in order to seek cost-effective and high-quality public services. It was modeled after advanced countries such as the United Kingdom and was introduced in Japan in 1999 with the enactment of the "PFI Law".
