Open your UserPlugins directory in Finder. It will be at a location like: /Users/<USERNAME>/Library/Application Support/REAPER/UserPlugins
Control + Left Click on reaper_sws-arm64.dylib
Select Open With > Terminal (or optionally Open With > Other > Choose REAPER Application)
You should get a warning that says something like "This has been downloaded from the internet, do you wish to continue." Click "Open".
Do the same for reaper_reapack-arm64.dylib
The important thing is that you need to get MacOS to show you the "downloaded from the internet" dialog where you can click "Open". If you don't get that dialog, try Open With > different applications, e.g. Visual Studio Code, Terminal, REAPER, etc.
That's all I have done, and I am on a 2022 MBA M1, Ventura, REAPER 6.71, with no SWS/ReaPack issues at all.
