Points to note regarding Standards for Establishment of Universities

By "The Announcement regarding the comencements of classes and related issues" on March 24th, Ministry of Education, Culture, Sports, Science and Technology, Japan has announced the flexibility of term of classes and utilizing the online format classes. Please note the following points tamdem with the TMU's plan.
1.Regarding the flexibility of term of classes
In the announcement refered above notify that one course may consist of class hours between 10 class hours and 15 class hours based on the proviso of Article 23 of Standards for Establishment of Universities, by reviewing the class syllabus on this ocasion of responding to the COVID-19.
However, the number of hours (45 hours) that consists one credit provided by Article 21 of Standards for Establishment of Universities does not change.
For 2020 academic year, TMU has decided to modify the class hours to 13 weeks(including examination). To secure 45-hour learning, however, redesigning of syllabus including required learning other than that during class hours is necessary.
2. Regarding conducting online classes
In the announcement refered above notify, as a special measure to prevent the spread of novel coronavirus infection, if it is recognized that it has an educational effect equivalent to classes face to face on campus, it is possible to implement it by classes other than classes face to face on campus instead of classses face to face on campus.
【TMU's plan】Online studies implementation format and points to note
(1) Class implementation format
Basically, online classes will be conducted in real time via Zoom’s teleconferencing system during class times, with the students participating from home. TMU’s kibaco study management system will be used to distribute materials, submit assignments and such, and for overall class management. We will use kibaco and Zoom in tandem to create virtual classrooms online.
Meanwhile, as faculty who teach classes, you are permitted to use your best judgment to carry out portions of single classes or some of the twelve classes* in an on-demand format rather than simultaneously and in real time to improve the outcomes of studies.
*twelve classes – an entire first-semester of 2020, under influence of the COVID-19 (The original semester consists of 15 classes.)
(2) Points to note when conducting classes
Please keep your classes as interactive as possible, going back and forth with your students rather than just broadcasting lectures. We want you to create an environment that approximates a face-to-face session when conducting classes in a simultaneous and real-time format.
When conducting classes in an on-demand format, we also ask you to provide prompt and sufficient guidance by answering questions, offering advice about corrections, and holding Q&A sessions after the relevant classes have concluded.
