Fluid Communities is a propagation-based algorithm that can identify variable-sized communities in dynamic networks. It is based on the idea that fluids interacting in an environment expand and contract as a result of their interactions. Fluid Communities can discover communities in synthetic graphs with near state-of-the-art accuracy. In this article, we will use the terms "subgraph" and "community" interchangeably to refer to these communities.

In the above analysis, you can see specific patterns that occur in the data and gain insights into where to dig for more information. While the DAppChaser cluster pattern can flag behavior that may be collusive, the problem may not be solvable by algorithms alone. It may be necessary to build data collection and community governance tools to determine how to create policies around collusive behavior, and how to interpret collusive policies on a grant-by-grant basis if disputes arise. Ultimately, Gitcoin's system is interested in how to elevate relevant data about these behaviors to the governance layer of the system for community dispute resolution.

The purpose of this analysis is not to distinguish between "correct" and "incorrect" policies in the Gitcoin ecosystem, but to explore the subjective choices in algorithmic policy design using data-driven analysis. As discussed above, it has become clear that there is no objective "correct policy" for all challenges in Gitcoin's grant matching. Therefore, in order to maintain the fairness defined by Gitcoin, subjective choices must be made, taking into account the norms and usage of their community, as well as their desire for progressive decentralization. This analysis aims to clarify these trade-offs and provide decision-making support for policy choices that the Gitcoin team and community pursue in pursuit of their goals.
