Has DAO made it possible for private entities to provide public goods?

Until now, public goods were provided by the government, but DAOs have value in that they can provide public goods from private entities.

Is DAO private or public?
This dichotomy may be top-down or bottom-up.
If so, does it boil down to the problem of We want to take back autonomy with our own hands.?
Or is it a problem of all assets being interoperable, so they will be used if they are convenient even in a bottom-up approach?
Rather than spending time on secondary voting, is it more about putting out a better UI to the world?

There is also the issue of what layer to call DAO. For example, is Ethereum a DAO? Is Uniswap? Is Optimism? There is still a problem of which layer of public goods to support, and I think it's a big deal that it has become a platform as an administration, not a big or small government, as seen from the fact that Ethereum has renamed L2 to consensus layer.
Ethereum (L1) focuses on being a platform and runs on L2 such as Arbitrum
It's from the perspective that we can invest in assets that have positive externalities.
Public goods
In this context, the next thing that comes up is the mechanism like "DAO OS" is basically supported by the public chain itself, so it's difficult to say how far a single service layer DAO can survive.
Government
To discuss this governance, I feel that we need to clarify what problems the autonomy ≒ local governments that we are currently most familiar with are facing.
In that sense, "Next Generation Government" is a must-read.
