PREFACE | HOR Peng
This book is the Khmer translation of an introductory book on Japanese Civil Code which has given the explanation on the important issues provided in the Civil Code of Japan. In 2008, the introductory book on Japanese Civil Code was once translated into Khmer; the Khmer translation has been used in various contexts. Most of the Cambodian students majoring in law have read the book in order to gain additional knowledge regarding the Civil Code of Japan. The book has been simply called “the yellow book”.
Under the leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, the government have been conducting a great deal of legal reform in order to adjust Cambodia on the international stage. In consequence, Cambodia has become the country that owns the modern civil code. However, the knowledge of Civil Code of Japan is still indispensable for Cambodian students majoring in law and officials working in the judicial sectors because the Civil Code of Japan is considered as the model law of the Civil Code of Cambodia.
I am pleased to know that the Japan Jurists League with Cambodia (co-represented by Ms. SAKURAGI KAZUYO and Mr. KIMURA SHINSUKE) has been working on the 6th publication of the Khmer translation. Interestingly, the significant issues in the Civil Code of Japan which was amended in last April 2020 have been incorporated in the 6th publication.
I hope Cambodian people, especially the students majoring in law, will be able to expand their knowledge regarding the Civil Code of Japan after reading this book.
Last but not least, I would like to give my profound thanks to the Japan Jurists League with Cambodia (JJL) and translation team for devotion to the 6th publication. I am also thankful to NUM Technical Commission, namely Dr. SENG Bunthoeun and Ms. POK Phearoun, who have spent their valuable time reviewing the Khmer translation.
