Physical Review Letters誌での再投稿について

Physical Review Letters (PRL)は物理系だと著名な雑誌であり，多くの物理学者はPRL誌での出版を目指している．ところで，PRLで論文査読結果が返ってきた時，文面から再投稿を諦めてしまう人が居るように感じる．そこで，この記事ではPRLのeditorial decision letterから温度感をどのように読むかを説明する．

【評価 0】再投稿を薦めないnegative letter（ただし，実は1度は再投稿できる）

最も評価が低いのは，再投稿を明示的に薦める文面が無い，否定的なdecision letterを貰う場合だ．例えば次の文面が典型だ：

【評価 0】The above manuscript has been reviewed by our referees. A critique drawn from the reports appears below. On this basis, we judge that while the work probably warrants publication in some form, it does not meet the Physical Review Letters criteria of impact, innovation, and interest.

ケース【評価 0】は最も否定的なレポートである（この【評価 0】はこの記事内における，金澤の造語である）．再投稿をeditorが明示的に薦めていないので，editorとしては再投稿して欲しいわけではない．この段階で諦めてしまう人が多くいるようだ．

ただし，PRLは編集上の慣例として，原則は1度は再投稿を許可している．実際，policyに次のように書かれている：

In case of rejection, editors generally allow a second round of review, including previous correspondence. However, editors generally do not encourage resubmission unless they think the paper is likely to be accepted.

第2ラウンドとは，再投稿後に再度査読レポートが返ってきた時点を指す．つまり，PRLでは1度は再投稿しても良い（反論機会が1度はある）ということだ．もちろん，【評価 0】を受け取るという事は，editorの心証としてはかなり否定的なので，状況を本当にひっくりかえせる自信がないのであれば，再投稿が可能でも望み薄かもしれない．

一方で，金澤は【評価 0】からでもアクセプトに持っていけた経験があるので，こういうのは査読者コメントの内容によると思う．PRLは反論をfairに認めている雑誌なので，【評価 0】でも査読者のレポートを完全に論破できるなら，採択の可能性がないわけではない．

【評価 1】否定的なreject decisionだが，再投稿を許可している

次に評価が低いのは，条件付きで再投稿を明示的に認める場合だ．この場合は，そんなに実際的には状況が悪いわけではない．

【評価 1】The above manuscript has been reviewed by our referees. A critique drawn from the reports appears below. On this basis, we judge that while the work probably warrants publication in some form, it does not meet the Physical Review Letters criteria of impact, innovation, and interest.

If you feel that you can overcome or refute the criticism, you may resubmit to Physical Review Letters. Please accompany any resubmittal by a summary of the changes made, and a brief response to all recommendations and criticisms.

【評価 1】はもちろんrejectであり否定的なdecision letterだが，再投稿を認めている分のだから【評価 0】よりも幾分か状況は良い．また，PRLのpolicyとして

However, editors generally do not encourage resubmission unless they think the paper is likely to be accepted.

と書いているのだから，この文から逆算すると，resubmissionをencourageしているのであれば，editorはrejectを撤回する可能性があることを一応認めているのだと思う．

Refereeコメントの内容にもよるが，もし反論できるのであれば，頑張って反論しよう．金澤の場合，このdecision letterなら特に何も思わず反論するし，実際，この文面ならほとんど金澤はacceptまで持って行けていた．

【評価 2】否定的な単語があるがrejectでなく，再投稿をinviteしている（まぁまぁ状況が良い）

【評価 2】The above manuscript has been reviewed by our referees. The resulting reports include a critique which is sufficiently adverse that we cannot accept your paper on the basis of material now at hand. We append pertinent comments.

If you feel that you can convincingly address the concerns, we will give further consideration. With any resubmittal, please include a summary of changes made and a brief response to all recommendations and criticisms.

否定的なレポートがあるので，手持ちのではacceptできない，という状況である．否定的な表現はあるので，一見悪い状況に見えるかもしれないが，金澤の感覚としては状況はまぁまぁ良い方だと思う．再投稿すれば再検討することが明記されているので，アクセプトされる可能性が十分ある．慎重にthe concernsに反論しよう．

【評価 3】否定的な単語がない（非常に状況が良い）

【評価 3】The above manuscript has been reviewed by our referees. We ask you to consider the appended comments from the reports. While we cannot make a definite commitment, the probable course of action if you choose to resubmit is indicated below...

や

【評価 3】Your manuscript has been reviewed by our referees. We ask you to consider the enclosed comments. While we cannot make a definite commitment, we will probably return your revised manuscript to the previous referees.

など．否定的な単語がなく，rejectも示唆しておらず，再投稿が前提になっている．これは非常に状況が良いと感じる．もちろん，慎重に返答する必要があるが，かなりアクセプトに近い状況に居るため，頑張って丁寧に返信しよう．

金澤の感覚では，

【評価 0】だと，そのままだと望み薄なので非常に反論を頑張る必要があり，

【評価 1】だと，全く望みがないわけではないが頑張る必要がある．

【評価 2】以上なら，かなり望みが持てる．

という印象を持っている．
