Haggler is an Action card from Hinterlands. Haggler allows you to, whenever you buy a card, gain a cheaper card. This ability is very useful in engines(engine) where you want cards at multiple price points; and in Big Money, letting you gain Golds(Gold) and Silvers(Silver) when you buy a Province or Duchy. In this setting it functions like a weaker, cheaper Hoard, but Haggler scales much better into the Colony / Platinum game.
