In the spring of 1987, a surprising event occurred in the United States: seven million children suddenly disappeared, not from their homes, but from tax forms. The tax office had changed their rules on April 15. Until then, taxpayers had only had to list their dependent children's name on the tax forms. However, the new rule required taxpayers to write down the Social Security Number of each child. This simple rule change led to the sudden "disappearance" of seven million children -- at least from tax forms.
